The bill would create a clearer pathway for crypto ETFs, establish disclosure standards for issuers, and give commodity and securities regulators more explicit jurisdiction over tokens and stablecoin arrangements.
The timeline has energized both supporters and opponents. Proponents argue that clarity unlocks institutional capital and gives U.S. issuers an advantage over offshore competitors. Critics worry that exemptions or definitions may create loopholes around investor protection and anti-money-laundering requirements.
The vote comes as other pieces of crypto policy move simultaneously, including Treasury efforts to finalize stablecoin rules under the GENIUS Act framework and SEC consideration of additional ETF applications. Together, the actions suggest Washington is trying to move from enforcement-era ambiguity to legislative structure.
