Bitcoin has maintained a trading range above $64,000 this week, with Ethereum hovering near $1,900, as institutional flows into spot exchange-traded funds stabilised and regulatory developments in Washington suggested a potential thaw in the government's posture toward digital assets.

The leading cryptocurrency traded between $64,000 and $65,000 through much of the week, showing resilience despite the ongoing uncertainty surrounding the BIP-110 soft fork and broader macroeconomic headwinds. Ethereum, which had declined significantly from its 2025 highs, held steady near $1,900 as investor attention shifted from price speculation toward the protocol's technical roadmap and layer-two scaling developments.

Spot Bitcoin exchange-traded funds recorded modest but consistent inflows during the period, reversing the heavy outflows that had characterised much of June and early July. The turnaround suggests that institutional investors, who had been net sellers during the spring correction, are gradually rebuilding positions at current price levels. Spot Ethereum ETFs have also attracted interest, though at a fraction of the volume flowing into their Bitcoin counterparts.

Regulatory developments provided additional support for market sentiment. The Securities and Exchange Commission has signalled its intention to propose new rules governing cryptocurrency fundraising this month, creating tailored exemptions that would allow blockchain startups to raise capital under lighter disclosure requirements than traditional securities offerings. The proposed framework, if adopted, could reduce the legal uncertainty that has deterred many institutional participants from engaging with digital assets.

The SEC's evolving stance follows a quieter but potentially more significant shift earlier in the summer, when the commission removed explicit references to cryptocurrency from its 2026 regulatory priority list. While enforcement actions against individual projects have continued, the deprioritisation suggests that the agency's leadership is seeking a more measured approach to digital asset oversight rather than the aggressive posture that characterised the previous administration.

Congressional action remains stalled. The proposed CLARITY Act, which would establish a comprehensive federal framework for digital asset regulation, has faced delays in the Senate amid partisan disagreements over the scope of Securities and Exchange Commission authority versus Commodity Futures Trading Commission jurisdiction. Market participants had initially hoped for passage by mid-2026, but most analysts now consider action before the November elections unlikely.

The Federal Reserve's monetary policy trajectory continues to influence cryptocurrency prices through its impact on risk asset valuations broadly. The June inflation report, which showed headline CPI cooling to 3.5 percent, reduced the probability of an imminent rate hike and provided relief to speculative assets including Bitcoin. Yet Chair Kevin Warsh's hawkish rhetoric and the presence of three dissents at the July meeting remind investors that monetary policy remains restrictive even if the pace of additional tightening slows.

Global regulatory divergence has created a complex landscape for cryptocurrency businesses. The European Union's Markets in Crypto-Assets regulation has imposed stringent licensing requirements that have forced some exchanges to withdraw from the bloc, while the United Kingdom's Financial Conduct Authority has established a 2027 authorisation deadline that is prompting consolidation among smaller firms. In Asia, Japan and South Korea have maintained relatively accommodative frameworks that have attracted trading volume from Western markets.

On-chain metrics paint a mixed picture of market health. The number of Bitcoin addresses holding more than one bitcoin has continued to grow, suggesting accumulation by long-term holders even as short-term speculative activity has declined. Network hash rate has remained elevated despite the BIP-110 controversy, indicating that miners continue to commit computational resources to securing the blockchain regardless of their position on the governance dispute.

For the cryptocurrency market, the current environment represents a delicate equilibrium. Institutional adoption is advancing through ETF channels, regulatory pressure appears to be moderating, and macroeconomic headwinds are easing somewhat as inflation cools. Yet the industry remains vulnerable to sudden shifts in sentiment, whether driven by Federal Reserve policy surprises, geopolitical events, or technical controversies like the BIP-110 activation. Bitcoin's ability to hold above $64,000 under these conditions suggests underlying demand, but the path to sustained price appreciation remains uncertain.
